NAHR is a non-profit non-government organization registered in Yemen, aiming to serve Yemeni society and deliver development and humanitarian services and assistance to the affected and vulnerable people.
Since its establishment in 2012, NAHR has provided humanitarian and development assistance/services to more than 12 million beneficiaries (accumulatively) between 2012-2023 through 138 projects under 10 programs, i.e. Health, Nutrition, Food Security, Livelihoods, Education, WASH, Shelter, Camp Management, Protection & Gender, Good Governance & peacebuilding; in more than 179 districts of 18 Yemeni governorates. Those conducted through 13 field offices including major sub-offices (Aden, Sana’a, Marib) to run the projects with 2639 employees (238 full time and 2401 part time) with about 18-30% of them women.
. Those funded with more than 100 million by with a number of UN Agencies, and international NGOs in humanitarian and development fields; including and not limited to: WFP, YHF, UNDP, UNICEF, WHO, FAO, ACF, DRC, UN-Habitat, UNOPS, GIZ, IOM, UNDP, VHI, OXFAM; etc.
NAHR had to design its programs to ensure more people have access to basic services such as education, health, nutrition, water and sanitation and other means of livelihoods and to empower the most vulnerable groups such as women and youth to get involved in the decision making process at local and national levels as main promoters for peace and stability in the country. So, in order to maintain and sustain NAHR assistance, NAHR follows clear governance practices:
1.NAHR has a Board of Trustees formed of 5 people (3 men and 2 women). They appoint the Executive Directors in Aden, Sana'a, and Marib
2.The Executive Director becomes responsible for all programs design and implementation as well as the operation, HR and financial procedures.
3.Executive board (CEO, Executive Director, 3 Deputies) meetings are held Bi-weekly to maintain sustainable flow of work and operations.
4.The Deputy of Executive Director for administrative and Finance is managing the HR, Finance, Operation, IT, Safety and Security.
5.The Deputy of Executive Director for Program/Head of Manager is managing 9 program manager/coordinators in (FSL, WASH, Education, Health and Nutrition, Protection, CCCM, Shelter/NFI, and Good governance and capacity/peace building) and Field Officers/Sub-Office Managers
6.The Deputy of Executive Director for Quality is managing the MEAL, Funding and Partnership, Communication and Advocacy.
7. NAHR has 13 sub-offices across Yemen and that is government by NAHR sub offices management policy with clear line and level of cooperation between branches/sub offices and NAHR HQs in Aden, Sana'a, and Marib as they established and registered as HQ with Executive director and fully authorization.
8. Each sub office has it's organizational chart and annual plans (operations, HR, Finance and Programs).
9. NAHR has a policy, safeguarding and compliance specialists to manage compliance cases.
10.On regular bases NAHR governance is audit by external international firms to continue improving governance and transparency level in line with the best international and UN agencies practices.
11.Governance of NAHR is clear to all employees as per the administrative guideline. Each employee is given the proper induction about NAHR governance cycle.
12.Audits and annual reports of achievements for NAHR are published online on regular bases as needed.
13. NAHR is a trust worth partner for the UN agencies, which most of the partners at the UN and INGO identify NAHR as a low-risk and medium-risk partner. On practical level NAHR follows MEAL, procurement and anti-fraud controls and procedures which are in line with the UN best practices.
14. Systems and Practices: NAHR enjoys high level of governance that is associated with transparency accountabilities and segregation of duties. The finance department is separated from the operation and HR department. Similarly, the programs departments are independent from the MEAL and Quality assurance department. Accounting department is headed a qualified female who has more than 10 years of experience. The main key features of NAHR finance department are as follow:
- Accounting controls are put in place to ensure NAHR operation efficiently, above-board, and provides accurate financial statements.
- The compliance with laws and regulations are among the purpose of accounting controls, but also it aims to help NAHR be the best version of itself for all stakeholders.
- The three main areas of accounting controls are detective controls, preventive controls, and corrective controls.
- The Finance policy and anti-fraud policy of NAHR is a piece of regulation drafted to ensure financial reporting avoids any fraudulent activity.
