LEGS Africa, in partnership with GIZ, officially launched the training program to fight against illicit financial flows. As such, the introductory session of January 27, 2021 allowed the 45 auditors selected out of more than a hundred candidates as well as the general public to to grasp the main issues at stake.
Illicit financial flows are a global scourge that affects not only developed countries but also developing countries. The first question that arises is why developing countries bear the brunt of this problem more than the countries of the North. In addition, the question of the consequences on African states, especially in West Africa, also arises.
It is in this context that the Representative of LEGS Africa, Mr. Elimane Haby KANE, in his introductory remarks, provided some elements of an answer, but above all proceeded to contextualize this notion of illicit financial flows through illustrations in order to allow everyone to grasp its content and scope.
Thus, to develop the training program, sessions were organized on :
- the modus operandi of FFIs ;
- the responses of the stakeholders;
- tax optimization, tax treaties and tax havens;
- training on financial crime and corruption in FFIs;
- Training on investigative techniques against FFIs in the face of banking secrecy and digital security.
